Tri-global Solutions Group Inc. is seeking one (1) Health Management Consultant (Laboratory Consultant) to join our talented Service Delivery team at Island Health (British Columbia Health Authority) to work on the Island Health IHealth project.

The successful contractor(s) have an anticipated June 1, 2023 start date for an initial 10-month contract (ending March 31, 2024 - total contract 1,500 hours).

NOTES ON LOCATION: The successful candidate(s) will work in a hybrid work environment (remote and on-site visits), with availability Monday to Friday, 8:00 AM to 5:00 PM Pacific Time, excluding observed holidays. For on-site visits, offices are located in Victoria, BC area. Remote work must be done from within Canada, due to network and data security policies. Successful candidate(s) must be available to start within 10 days of Contract Award.

PROJECT OVERVIEW

Island Health is continuing to progress the iHealth initiative by expanding the implementation of Computerized Provider Order Entry (CPOE) in tertiary sites, activating next in Victoria General Hospital (VGH) and Royal Jubilee Hospital (RJH).

The CPOE stream encompasses the implementation of guided electronic ordering for diagnostic tests, medications and specialist referrals. Medication safety focuses on closed loop medication management, including bar code medication administration and includes interaction checking, medication reconciliation and electronic management of medication histories.

The IHealth team and senior clinical and medical leaders have agreed that Victoria General Hospital (VGH) will go live in mid-February 2024 and Royal Jubilee Hospital (RJH) will go live in mid-March 2024 with computerized provider order entry (CPOE) and a “closed-loop” medication administration and management system. Gorge Road Hospital (GRH) and South Island Surgical Centre (SISC) will activate with VGH.

BACKGROUND

IHealth is a client-focused transformation within Island Health. It is all about client-centered care:

IHealth is a transformative approach to health and care within Island Health and our community. One way we are achieving this is by using a technology called the Electronic Health Record (EHR).

The EHR, developed in partnership with Cerner, is a recording and reporting tool, enabling electronic health documentation, communication, scheduling, ordering and standardization, and decision-making.

A singular, fully electronic health record empowers staff, physicians and clients to be better informed, with increased efficiency and accuracy. Island Health’s primary goal in introducing the IHealth initiative is to improve the health of island residents through personalized, integrated care.

DESCRIPTION OF SERVICES

  • Health Management Consultant / Laboratory Consultant leads the development of future state Cerner based laboratory CPOE workflows in ambulatory and acute care settings. Particular emphasis is on workflows that are for the pre and post analytical phases of the end to end laboratory workflows (outside of the laboratory department).
  • Direct and recommend system solutions to internal teams, operational leadership, clinicians, professional organizations, departmental partners and other key stakeholders.
  • Produce end to end CPOE laboratory workflows by working with clinical SMEs, informatics and Cerner application specialists.
  • Apply knowledge to improve operational workflows, streamline processes, and support strategies. Consults and advises on advanced features, functions, and proper uses of Cerner applications and core systems. Applies in-depth knowledge of operations, expertise from previous implementation experiences to assist with assessment, development and support of workflows.
  • A high degree of awareness of the interconnectivity of workflows in complex healthcare environments and ability to identify key dependencies and inputs required for successful future state definitions of both workflows and system designs.
  • Produce detailed and thought-out content to support expedient decision making with governance boards.
  • Assist in preparing ancillary lab leadership for go-live with understanding the impacts of a CPOE implementation to laboratory operations.
  • Demonstrate strong interpersonal skills in working regularly with co-workers, other teams, end users, department managers, vendors, and senior and executive leadership.
  • Leads collaboration within and across enterprise teams. Initiates, facilitates, and leads regular meetings with users and decision makers to drive to meaningful future state designs.
  • Produce training material to the extent of a ‘train the trainer’ level as well as providing support throughout the go-live process.
  • Participates in various levels of testing (functional, integrated, acceptance) including test planning, test script writing and execution. Operational, system, and acceptance testing.

QUALIFICATIONS

The Health Management Consultant / Laboratory Consultant requires the following experience/skills:

  • Minimum 7+ years experience as a clinical or applications analyst, computer technician in a healthcare setting required.
  • Minimum 5+ years experience establishing laboratory CPOE workflows in ambulatory care and acute care settings with Cerner EMR solutions; heavy emphasis on experience in implementing workflows that occur outside of the laboratory department.
  • A broad knowledge level of healthcare Information Technology (IT) principles, best practices, and an in-depth understanding of lab workflows to complete moderate to highly complex and multi-faceted assignments.
  • Strong experience with defining future state laboratory CPOE workflows throughout the full laboratory lifecycle, with particular focus on pre and post analytic phases.
  • Involvement with large scale EMR implementations in fast paced environments.
  • Experience driving transformational changes in healthcare environments working closely with physicians, nurses, clerks, ancillary department staff, and other key partners.
  • Experience translating future state workflows to Cerner system designs.
  • Familiar with change management/incident management processes.
  • Proven ability to lead transformation within highly complex EMR implementation projects. Proven history of coordinating in a team-based project to produce high quality deliverables.
  • Providing expert consultative guidance and direction on change initiatives, effectively dedicating time across more than one project, and meeting established deadlines.
  • Proven familiarity of testing as it pertains to laboratory CPOE designs. Proven proficiency developing test scenarios and scripts for integrated ancillary applications and core systems.
  • Strong awareness of common problems associated with implementation of lab CPOE workflows and leveraging this experience to create future state workflows that avoid problems to ensure high levels of user satisfaction.
  • Demonstrated high energy levels and tolerance of tight deadlines, time pressures, and ambiguity. Ability to work independently with minimal direction.
  • Demonstrated effective communicator for purposes of interpersonal relations to understand and identify project needs and overall objectives.
  • Experience in large scale, fast faced healthcare environments.
  • Strong Knowledge Cerner Power Chart and related functionality that supports Laboratory CPOE.
  • Cerner certifications considered an asset but not required.
  • LIS knowledge considered an asset but not required.
